David H. Feldman is a professor in the economics department at the College of William & Mary in Williamsburg, Virginia. Writing in Fortune magazine, he argues that even tuition-free college education would not turn more low- to moderate-income students into graduates. State and federal grants and private and public scholarships — including a New York program that guarantees every student a tuition-free education at a public college — just are not enough, he says.
He’s an economics professor — which means he went to college and knows how it works. Grants and scholarships may help students get enrolled in college, but they don’t help keep them there until graduation.
