Free College: Devil Is in the Details

On Tuesday, Gov. Andrew Cuomo proposed a plan that would provide free tuition to low- and middle-income New Yorkers to state colleges and universities. Flanked by Vermont Sen. Bernie Sanders during a press conference at LaGuardia Community College in Queens, Cuomo said the program would make state colleges and universities tuition-free to any family earning $125,000 a year or less. He calls it the Excelsior Scholarship and says that it would combat the rising costs of college and student debt, which averages about $30,000 in New York.
