Governor Cuomo’s proposed tuition-free degree program, the Excelsior Scholarship, is a timely move in the right direction. As President of the College of Staten Island, I meet bright young students every day who are struggling to pay for their college education. Sadly, some of these students are forced to take time off or even give up on the dream of higher education altogether. This is unacceptable in today’s society where a baccalaureate degree is becoming increasingly necessary to achieve prosperity and success as part of the American Dream.
