W.Va. Lawmaker Proposes Free Community College

State Senate President Mitch Carmichael, R-Jackson, wants to make community and technical college free for everyone from West Virginia.
He’s drafting a proposal for the upcoming legislative session that would allow people to earn a two-year associate’s degree completely free, and could also allow high school students to complete some sort of certificate while still in school. He said he thinks it will pass.
